Only officers can buy airships, but any guild member can pay deposits toward an airship at the vendor (in harbor, near postbox). Each guild has an account with the vendor - you can pay into this account for an officer to draw on when purchasing an airship.
There are two types of airship: Windspyre (bought with gold) and Stormglory (bought with astral diamonds - only available from the DDO shop).
Also, note that amenities seem to be rented rather than bought - most expire after 7 days, so you would have to keep rerenting them I guess.

Assuming that we never reach guild lvl 50, then our choices are the Windspyre Sparrow (at level 20) and the Stormglory Bolt (at lvl 25). The latter might be easiest to raise funds for - it works out at 5000 turbine points at the cheapest exchange rate, so if we could spare 1000 each it would come out of our subscription. Otherwise, the Sparrow is 500k gp (84k each).
